Session I: It’s Déjà Vu All Over Again: The Newly Constituted Public Sector Labor Agencies

This past year has seen some departures and new appointments to the governing bodies of the Labor Relations Commission, Board of Conciliation and Arbitration and the Joint Labor Management Committee, the tripartite public sector labor relations agencies.

Members of the agencies will engage in an interactive discussion to identify current issues and to outline their vision for accomplishing agency goals.

Session II Show Me the Money: The Duty to Fund Collective Bargaining Agreements

Practitioners representing the viewpoints of arbitrators, public entities and public employee unions will review legal decisions governing the duty to fund public sector labor agreements, including:

  • Appropriations necessary to fund cost items;
  • Funding minimum staffing clauses;
  • Retroactive wage increases; and
  • Duty to support the agreement.

A municipal finance expert will outline the various line items av ailable in municipal budgets to fund unanticipated costs. Panelists will also discuss the impact of the recent fiscal crisis in Springfield on funding union contracts.

The session will be followed by an interactive question and answer session.
