Session I: New Visions for the Public Sector Labor AgenciesGeorge Noel, the Director of the Department of Labor in the enhanced Secretariat of Labor and Workforce Development will address the challenges facing the Labor Relations Commission, Board of Conciliation and Arbitration and Joint Labor Management Committee and discuss the new administration's vision for those agencies. Panelist George E. Noel Session II: Breaking the Impasse in Tough TimesFlat municipal revenues and state aid, combined with rising health care costs and the limits imposed by Proposition 2 and 1/2 have created one of the more difficult bargaining climates in recent experience. The perfect storm will pose new challenges to the parties and to the mediation process. Our panel will explore ways in which the mediation process can help the parties bridge seemingly unbridgeable gaps, their expectations of the mediator and the mediator's expectations of the parties. The panel will thus discuss ways of maximizing the value of mediation. The audience will be invited to participate in this discussion with their reactions, their suggestions and their questions.
