Session II: Breaking the Impasse in Tough Times

Flat municipal revenues and state aid, combined with rising health care costs and the limits imposed by Proposition 2 and 1/2 have created one of the more difficult bargaining climates in recent experience.  The perfect storm will pose new challenges to the parties and to the mediation process.

Our panel will explore ways in which the mediation process can help the parties bridge seemingly unbridgeable gaps, their expectations of the mediator and the mediator's expectations of the parties.  The panel will thus discuss ways of maximizing the value of mediation.  The audience will be invited to participate in this discussion with their reactions, their suggestions and their questions.
