Session I:  Back to the Future

Chapter 145 of the Acts of 2007 created the Division of Labor Relations (DLR) out of the ashes of the former Labor Relations Commission and Board of Conciliation and Arbitration.  The Act authorized a full-time Director of the DLR, as well as a full-time Chair and two part-time Members of the Commonwealth Employment Relations Board.  The Director, CERB Chair, a per diem CERB Member, and the DLR’s General Counsel will provide an update of current developments, review recent decisions and litigation, and discuss  the DLR’s and the CERB’s operations under the reorganization.  The Chair of the Joint Labor Management Committee will also speak about continuing developments in public safety mediation and arbitration proceedings.

Section II: It’s The Economy; Stupid

The deepening economic crisis and its impact on state and municipal finance pose daunting challenges that municipal employers and public employee unions will confront now and in the years to come.  A noted labor economist will analyze the current crisis, the impact of the federal stimulus plan and offer his suggestions for constructive ways for the parties to deal with shrinking resources.  The mayor of a large municipality with experience as a union side labor lawyer and seasoned union counsel will weigh in with their views and experiences.
