House Speaker Robert A. DeLeo and Supreme Judicial Court Chief Justice
Roderick L. Ireland today announced the filing of court reorganization
legislation to overhaul the management of the courts.
The comprehensive legislation
filed today will transform the administration of the judiciary in these major
areas: trial court administration, probation, management and hiring, while also
providing greater transparency in the hiring process statewide.
The BBA supports these big picture recommendations. Efficiency and use
of sound management techniques in the administration of the judicial system is
important.
Effective management of the courts has long been a concern of the BBA, and in
fact prompted the creation of the BBA State Court Study Committee chaired by R.
Robert Popeo, and a 1991 Report drafted by Sandra L. Lynch, now Chief Judge of
the First Circuit Court of Appeals.
More recently BBA President Donald R. Frederico convened a task force to
establish principles of probation reform.
