Nixon Peabody LLP has expanded
its nationally recognized Public Finance practice with the arrival of Navjeet K.
Bal, an experienced public finance attorney and the immediate past Commissioner
of Revenue for the Commonwealth of Massachusetts. Ms. Bal joins the firm’s
Boston office as counsel.
Ms. Bal served as Commissioner since 2008 following an appointment by
Governor Deval Patrick. She was responsible for overseeing the Department of
Revenue's (DOR) approximately 2,200 employees in offices across the state who
work in its Tax Administration, Child Support Enforcement, and Municipal Finance
divisions.
In addition to her strong public sector experience, Ms. Bal has significant
experience representing clients in the private sector. Prior to joining the DOR,
she practiced in Mintz Levin’s public finance group for 17 years where she
served as bond counsel, underwriter’s counsel, and borrower’s counsel in
publicly and privately placed debt financings for governmental, quasi-public,
and non-profit borrowers. Additionally, Ms. Bal served as a member of the Board
of Trustees of the Federation of Tax Administrators.

Ms. Bal is an active member in the Boston area and is recognized as a strong
community leader. She is currently a board member and former chairperson of the
Legal Advocacy and Resource Center in Boston, a legal services hotline center.
Ms. Bal also previously served on a statewide commission under retired Chief
Justice Herbert Wilkins that restructured the delivery of legal services in
Massachusetts. Ms. Bal was recently elected to the Boston Bar Association
Council, and is a member of the South Asian Bar Association of Greater Boston’s
Advisory Board. She was a recipient of the National South Asian Bar
Association’s Cornerstone Award in 2008. Ms. Bal received her B.A. from Williams
College and her J.D. from Northeastern University School of Law. Ms. Bal is a
2011 recipient of a Bicentennial Medal award from Williams College.
