The Health Care Reform package which was adopted by the Massachusetts legislature last year has broad implications for health care consumers, health care providers, third party payers, and employers.  This program will offer an overview of the legislation, accomplishments to date and tasks to be completed in the months to come.  Attendees will receive a report from the newly created Connector Authority, and panelists will provide perspectives from the consumer, provider, payer, and employer communities.

Patricia Granahan, shareholder of Wolf, Greenfield & Sacks, P.C. and a member of the firm's Biotechnology Group, will discuss the many types of IP that result from the efforts of scientists, physicians, engineers and others in tax exempt settings.  This IP can be of significant commercial value and, in many instances, that value may or even must be shared with the original creator.  Specifically, she will discuss when such sharing happens, the forms of "payment" that are made to creators of IP and the impact on the individual recipient.

Preservation of Affordable Housing: End of Tax-Credit Compliance Issues

Kirshenbaum of Tarlow, Breed, Hart & Rodgers, P.C. will discuss strategies for preserving affordable housing.  As rental housing complexes built post-1960s are reaching the end of their tax credit compliance periods, their affordability restrictions will soon be expiring.  In addition, much of the region’s public housing stock requires additional investment to preserve its functionality and extend its life.  Join us as we discuss various approaches in light of these circumstances.

Permit streamlining legislation and the implementation of the endangered species regulations have had a profound impact on the development permitting process.  Attend this program to learn how the implementation of these changes will affect specific development projects.  This program is designed for land use attorneys and their developer and municipal clients. The panel will consist of development attorneys, a developer, and a Land Court judge, all of whom will speak about their experiences with the new processes.

P. Sabin Willett
P. Sabin Willet, a partner at Bingham McCutchen LLP, will discuss his experiences as counsel to twelve Chinese nationals captured in connection with the "War on Terror."  Nine of these prisoners are currently serving their fifth year of imprisonment in Guantanamo Bay, yet no charges of wrongdoing, hostile action, participation or presence on any battlefield have been filed.  Pleadings in the case have included a report that U.S. interrogators told the prisoners that the American government believed them to be innocent.  Other, more recent, pleadings have asserted that the U.S. government believed that the imprisonment of these Chinese would bring pressure on China to support the U.S. efforts in Iraq.
