Legislative Initiatives
Please join us to welcome Deborah Goddard and Margaux LeClair, both of the Massachusetts Department of Housing and Community Development, at this brown bag lunch. In January of last year, the Department of Housing and Community Development (DHCD) completed a year-long dialogue with fair housing advocates and stakeholders on the policy and program role of DHCD in fair housing. In June 2008, DHCD issued a comprehensive set of fair housing policy and program recommendations. Deborah and Margaux will be updating us on the policy as well as interim steps that the agency has taken with respect to fair housing, particularly the Guidelines for Affirmative Fair Housing Marketing Plans, and will provide us with additional insight into the whys and hows behind some of the changes in the Guidelines.

Bush, which held prisoners at Guantánamo Bay have a constitutional right to habeas corpus. Attorneys Willett and Cohen will discuss the issue of resettlement of wrongfully imprisoned detainees here and abroad, and how Congress and the Executive Branch might best create a legitimate detention policy to replace the practices at the to-be-closed Guantánamo Bay detention center.

In the current economic climate, many businesses are undergoing debt or equity restructurings. Roger Ritt and Julie Hogan Rodgers of WilmerHale LLP will discuss the impact of Section 108 (cancellation of debt) and Section 382 (limitations on the use of net operating losses) in connection with such restructurings. In particular, their presentation will focus on (i) the attribute reduction rules under Section 108 and their application to corporations (including S corporations), partnerships, and individuals and (ii) the special rules under Section 382 applicable to corporations in bankruptcy.
