Let the Games Begin: Federal Climate Change & Energy Legislation, Round I

Join Seth D. Jaffe, Foley Hoag LLP, and Seth Kaplan, Conservation Law Foundation, for a lively discussion of the American Clean Energy and Security Act (ACES), the first major piece of climate and energy legislation from the 111th Congress. A joint effort by Representative Waxman, Chairman of House Energy and Commerce Committee, and Massachusetts’ own Representative Markey, Chairman of the Energy and Environment Subcommittee, the ACES "discussion draft" has jump-started the federal legislative debate on climate change, renewable energy and energy efficiency. Mr. Jaffe and Mr. Kaplan will offer their perspectives on the legislation, assess its impact on existing state programs, and discuss the path forward in the House and outlook in the Senate. "Waste-ful" Mediation Saves Time & Money: An ADR Update from EPA and MA DEP
Once a mysterious acronym, "ADR," short for "alternative dispute resolution," is now a familiar tool in the waste community, as elsewhere.  With some years of experience to look back on, a workforce that is increasingly sophisticated about the use of ADR, and growing institutional support for collaborative approaches, how do the agencies charged with regulating waste currently view the constellation of tools we call ADR? Four in-house ADR activists from EPA and MA DEP will share their perspectives on current and emerging uses of ADR to address waste issues. Please bring your questions, observations and musings to what we hope will be a lively about the future of ADR in this area. Compliance with The New Massachusetts Information Security Regulations: Dealing with the Toughest Issues
We will be joined by two leaders in the field of privacy and information security: Mark Steinhoff, Deloitte's financial services security and privacy group, and Dennis Huaman, CQure Technology, Inc. The new Massachusetts information security regulations go into effect on January 1, 2010. In preparation, Massachusetts companies are developing and adjusting their information security programs to meet the regulations' requirements. Many of the elements -- such as developing a written security program, appointing a responsible employee, and putting anti-virus software on laptops - are relatively straightforward. But other requirements are significantly more complex in light of limits on resources and available technology and the possibility of conflict with other business needs.

Dam Removal in Massachusetts: Regulatory Framework, Areas of Conflict and Modes of Resolution

Dams interrupt and change river flow as well as the movement of sediment, organic materials and aquatic organisms. There are approximately 24 dam removal projects underway in Massachusetts and at least four dams should be removed by this summer. Representatives from Mass Riverways and the Consensus Building Institute will discuss the ecological context of dam removal, the federal and state regulatory framework surrounding dam removal, common areas of conflict and modes of resolution. The participants will also discuss the role of the federal stimulus funds on dam removal efforts in the state. Panelists include: Tim Purinton, Mass Riverways; Beth Lambert, Mass Riverways; and Patrick Field, Consensus Building Institute.
