The discussion will cover techniques to expand the territorial reach of US patents. Siting Land-Based Wind Farms in Massachusetts: Proposed Legislation for a New Siting and Permitting Process
Ken Kimmell
, of the Massachusetts Clean Energy Technology Center and the Executive Office of Energy and Environmental Affairs, will discuss proposed legislation that would create new siting standards for land-based wind farms.  A new bill, emerging from a Patrick Administration task force, is aimed at creating timely and predictable processes for local and state permits, state overrides and administrative appeals for wind energy facilities.  Ken will discuss the details of the bill and how it fits in with the Administration’s broader clean energy agenda. Demystifying the CMS Regulatory Process
The Health Law Section is pleased to announce that Thomas Barker, Foley, Hoag, LLP, will be making a Brown Bag presentation for the BBA. The Centers for Medicare & Medicaid Services (CMS) is arguably the single most important agency of the federal government for health care providers and life sciences practitioners. Yet for many providers and attorneys, the CMS regulatory process is opaque and mysterious. This Brown Bag presentation will demystify the CMS regulatory process for attendees. Mr. Barker will explain how CMS begins the regulatation drafting process, the role of career and political staff, the HHS regulatory clearance process, and the clearance process throughout the Executive Branch. In addition, attendees will learn the multiple opportunities that providers and practitioners have to influence the regulatory process. Mr. Barker will share his unique insights after spending eight years at CMS and HHS.

Grand Jury Practice

This program will provide a background on the Grand Jury- what cases are charged through a Grand Jury, how the Grand Jury is selected, how many people are on the Grand Jury. The program will proceed to discuss how to present cases to the Grand Jury- deciding on which witnesses to use, the use of proffer sessions prior to Grand Jury testimony, the use of exhibits, questions from the Grand Jury. Finally, the program will address representing witnesses appearing before the Grand Jury- preparing for the testimony, when to counsel to take the Fifth, right to an attorney. Panelists: Thomas E. The New Massachusetts Adopted Child Statute

The discussion will cover the law prior to the new statute, the circumstances behind its enactment, and an update what the BBA (and others) are doing in response.
