David Conroy, Chief of the Air Programs Branch at USEPA - New England, and Barbara Kwetz, Director of the Division of Planning and Evaluation in MassDEP’s Bureau of Waste Prevention, will discuss the Clean Air Interstate Rule (CAIR).
Mr. Conroy will focus on what the EPA expects CAIR to accomplish and the EPA’s expectations for the states. Ms. Kwetz will focus on state options for CAIR implementation, CAIR’s substitution for the NOx budget program, and some of the aspects of the Ozone Transport Commission’s process on CAIR. |

Gregory P. Bialecki, recently selected as Permitting Ombudsman by Governor Patrick, will talk about his plans as the first permitting ombudsman. Gov. Patrick named him under the permit streamlining law, Chapter 205 of the Acts of 2006. The administration’s goals are:
- enable “one-stop shopping” for businesses seeking permits and approvals to expand in Massachusetts;
- reduce permit and approval time to 6 months
