On May 3, the Tax Section hosted a symposium featuring Christopher Wagner, IRS Chief, Appeals, and Sheldon Kay, IRS Deputy Chief, Appeals, who traveled from Washington, D.C. to offer their perspectives on Appeals’ practices for resolving tax controversies, without litigation, fairly and impartially for both taxpayers and the government. Gerald Ouellette, an Appeals Team Case Leader and Mediator from Boston, joined them for a discussion of appeals practices in general and recent ADR initiatives in particular.
The panel discussed Appeals’ mission and workload, the process of evaluating an appeal and negotiating settlements, and best practices for taxpayer counsel. The panel also discussed Appeals’ experience with ADR programs, such as Fast Track Settlement and Fast Track Mediation, and take questions from practitioners.
