Economic espionage in the U.S. originated in Lowell, Massachusetts, by early 19th century venture capitalists when Francis Cabot Lowell memorized the complex Cartwright loom while on holiday in England.  The tables have turned.  Today, U.S. intellectual property and trade secrets are high-value targets in the rapidly evolving world of global economic espionage.  More than one-hundred nations target U.S. companies, which contribute approximately 38% of the global R&D investment.  Chief among the covert information acquisition plan is China’s Project 863, a government blueprint for 21st century economic empowerment.  This is an immediate national security crisis and a critical strategic economic threat, ultimately resulting in geopolitical, intelligence, diplomatic, technical, workforce, and military realignment.
