Improving the Commonwealth's Aging Drinking Water and Wastewater Infrastructure

Senator Jamie Eldridge will be joined by Representative Carolyn Dykema and Margaret Van Deusen of the Charles River Watershed Association to discuss the Senator's bill, S.1947, An Act Improving Drinking Water and Wastewater Infrastructure. As co-chairs of the Water Infrastructure Finance Commission, Sen. Eldridge and Rep. Dykema have heard testimony from cities and towns across the Commonwealth about challenges funding and maintaining water systems. Sen. Eldridge and Rep. Dykema filed S.1947 to address the Commission's recommendations and bridge the widening gap between aging drinking water, wastewater, and stormwater infrastructure and the funding necessary to maintain it. 

The bill was reported favorably by the Environment Committee earlier this session.  It seeks to improve rivers, provide funding to expand MWRA to towns with stressed basins, offer support for Cape Cod's efforts to battle its nitrogen problem, and encourage the use of green infrastructure, demand management, and full-cost pricing.  The main funding mechanism proposed infrastructure is raising the Water Pollution Abatement Trust's lending cap, allowing it to make loans at lower interest rates (down to 0% for some projects that demonstrate best management practices), and establishing a principal forgiveness program for certain projects.
