CLE - A Privatization Primer: Privatizing State Services Under The Massachusetts Taxpayers Protection Act

Description:

The Massachusetts Taxpayers Protection Act (also known as the Privatization Law or the Pacheco Law), which establishes the process by which state agencies may privatize state services, has recently generated significant and controversial attention, especially after the Legislature passed a provision granting the MBTA a 3-year reprieve from the law.

This program will provide attendees with a comprehensive understanding of the background of the law, the arguments in favor of and in opposition to the law, and how the law actually works in practice.

Two of the program faculty, Charles Chieppo and David Kassel, have written extensively and have presented about the Privatization Law from competing perspectives. Faculty from the Office of the State Auditor will be able to describe how the OSA addresses questions about the law and the processes it follows when considering a privatization proposal.  Lastly, Michael LaGrassa from UMass Dartmouth will describe his successful experience with a privatization proposal.

The BBA is an accredited provider in Rhode Island, New York, California, Maine, and Vermont. If you need credit in another state for attendance for one of our accredited programs, we can provide you with a certificate of attendance to fill out for your jurisdiction. Forms certifying your attendance will be provided on the day of the program.
