Stormwater and the Massachusetts Small MS4 General Permit: Where are We Now?

What is the status of the 2016 Massachusetts Small Municipal Separate Storm Sewer System (MS4) General Permit?  What are municipalities doing to address stormwater pollution right now and what efforts are underway to improve MS4 compliance planning and other related activities?  Robert Brown will provide an overview of the pending legal challenges to the 2016 Massachusetts Small MS4 General Permit with a current status update, and discuss some of the possible implications for the July 1, 2018 effective date.  Although the 2016 permit is not yet in effect, many municipalities are conducting stormwater management activities.  Fred Civian will describe what he is hearing about on-going municipal stormwater efforts, including the cooperative work of multi-town stormwater coalitions in anticipation of the new MS4 permit conditions becoming effective in July.
