Pardons and Commutations: A Significant Executive Power

Description:

This program will provide a historic overview of the role of pardons and commutations in Massachusetts and on the federal level; it will explore the meaningful impact clemency can have in the criminal justice system; and it will address the concerns raised by President Trump’s recent pardons.  The program will feature former Governor’s Chief Legal Counsel, Kate Cook, and Pat Moore, former Governor’s Deputy Legal Counsel, both of whom advised Governor Patrick on his 2014-2015 clemency actions.  Pat Moore went on to advise President Obama on clemency in the White House Counsel’s Office from 2015–2017, during which time President Obama granted more than 1,600 commutation petitions and approximately 150 pardons.  The program will also feature True-See Allah, who received a pardon from Governor Patrick, and currently works for the Suffolk County Sheriff’s Department directing a team of Case Managers and Reentry Programs that work with men at the Suffolk County House of Correction transitioning from incarceration to responsible citizenship.
